In Vitro evaluation for cosmetic claims

Abstract
Cosmetics claim is an important window for cosmetic manufacturers to recommend products to consumers, the main way for consumers to understand cosmetic products, and the important part of the surveillance of the administrative department. Cosmetics claim must be supported by adequate and verifiable evidence. Different types of evidential support can be used to substantiate claims, including studies in vitro, in vivo, sensory evaluations, etc. With the growing bans of animal testing of cosmetic products, in vitro methods are increasingly used in the evaluation of the efficacy of cosmetics and ingredients. The present paper briefly introduces the general classification of in vitro methods, uses examples to illustrate the application of in vitro methods, and briefly introduces the requirements of cosmetic claims in China.
INTRODUCTION
Cosmetics claim is an important window for cosmetic manufacturers to recommend products to consumers, the main way for consumers to understand cosmetic products, and the important part of the surveillance of the administrative department. (EC) no 1223 / 2009 (1) has the following requirements for claims “In the labelling, making available on the market and advertising of cosmetic products, text, names, trade marks, pictures and figurative or other signs shall not be used to imply that these products have characteristics or functions which they do not have”. In 2013, The European Commission issued Commission Regulation (EU) No 655/2013 laying down common criteria for the justification of claims used in relation to cosmetic products. According to Commission Regulation (EU) No 655/2013 (2) claims on cosmetic products shall conform to the following common criteria: legal compliance, truthfulness, evidential support, honesty, fairness, informed decision-making.
